随着阿联酋疫情逐步严峻而采取的高强度防控手段，阿联酋的诸多经济活动已被按下了暂停键，许多人正在遭受收入减少或收入骤停的困境。在疫情下，相比有存款习惯的中国人，阿联酋低收入劳工群体的生存风险和经济状况更为堪忧。
在阿联酋，印度和巴基斯坦人占据着很高的人口比例，算上孟加拉籍人口，这个群体占到了阿联酋总人口的50%。其中，低收入劳工在这个群体中有着很高的比例。
而目前迪拜的封锁区，疫情较为严重的德拉地区就生活居住着大量印巴低收入群体。他们整体防疫意识不强，又缺乏防护物资，这对迪拜的抗疫工作产生了很大的阻力和挑战。
>大批印巴低收入者滞留阿联酋 没有收入，无法回国
面对窘境，庞大的来自印度和巴基斯坦的滞留劳工群体产生了大规模的回国需求。在阿联酋印度和巴基斯坦的使领馆，最近聚集着大量想要回国的滞留者。但基于多种原因，他们迟迟未能得到答复。
根据阿联酋主流媒体海湾新闻（Gulf News）的报道，无数印巴低收入者被困在阿联酋，他们没有收入，也无法回到祖国。
大多数滞留者包括持访问签证的人、失业或正在休带薪或无薪假的人、以及已取消工作签证的人，还有一些人想把家人送回国。
成千上万陷入困境的滞留者感到愤怒，他们称感到自己被国家背叛。
上周，数百名滞留在阿联酋的巴基斯坦人聚集在巴基斯坦驻迪拜领事馆和阿布扎比大使馆外，要求政府将他们送回国。绝望的人群甚至高喊反对政府的口号，因为政府没有安排特殊航班帮他们送回国。总领事艾哈迈德·阿姆贾德·阿里（Ahmed Amjad Ali ）不得不出面，用警察的扩音器安抚愤怒的人群。
因为支付不起租金，一些人已经无容身之处，有的甚至无法支付食物开支。不过目前，驻阿联酋的印度和巴基斯坦使领馆都表示会对滞留者提供食物帮助。
但也有人表示，有的人已经无家可归，他们应该如何烹饪这些食物？
目前大多数没有收入的滞留人群都依赖当地的慈善组织救济。伊斯兰事务和慈善活动部（IACAD）宣布将成立针对此次疫情的的社区团结基金（The Community Solidarity Fund），旨在通过社区捐赠，以对抗此次疫情。
>联酋提议并希望 将滞留的印巴公民送回家
没有收入的底层大众长期滞留在阿联酋，或会形成一股不稳定因素。阿联酋迫切地希望他们能回到自己的祖国。
目前，阿联酋已提议让滞留的印度公民，以及其他希望回国的他国公民返回自己的国家，如果他们对病毒的测试呈阴性。目前，阿联酋称已经对50万人进行了测试，如果有人呈阳性则将被留在阿联酋，接受治疗。
在过去几周中，阿联酋外交与国际合作部（MOFAIC）已向驻阿联酋的所有国家使馆发出了“普通照会”（note verbale），甚至通知了印度的外交部。
迄今为止，阿联酋尚未收到印度方面的实质性的答复。

在阿联酋的印度人口中，有半数来自印度喀拉拉邦。周六（11日），喀拉拉邦高等法院已要求印度中央政府对一项公共利益诉讼作出回应，该诉讼是关于疏散海外印度公民。
该请愿书是由喀拉拉邦穆斯林文化中心（KMCC）和阿联酋的旅行社提交的。法院已要求政府公布有关撤侨的具体信息，不过该项提议将在4月17日继续审理。
请愿书中表示，即使一些航空公司已准备好开通特殊航班，但印度政府仍拒绝开展包机服务。辩护人哈里斯·比兰（Haris Beeran）表示，请愿是针对那些因签证到期而滞留在阿联酋的印度人，“由于他们没有钱和相关资源，他们在那里面临许多困难。”
作为回应，印度政府建议，海外印度人应在疫情好转后再回国。
同时，印度外交部长M. Muraleedharan在一次讲话中表示，针对海外大量滞留的印度公民，印度政府只考虑在5月份时进行相关撤侨活动，但包机并不是所有人能负担的。
这名印度外交部长也否认大规模遣返海外印度人的可能性，但会优先老人、孕妇和需要在家治疗的人群。因为印度国内没办法为成千上万的返印公民安排检疫隔离设施。
– 巴基斯坦 –
巴基斯坦驻阿联酋大使古拉姆·达斯吉尔（Ghulam Dastgir）表示，由于巴基斯坦国内缺少检疫隔离设施，因此暂时无法实现从阿联酋撤回成千上万名滞留的本国公民。
古拉姆·达斯吉尔表示，目前已经登记的滞留在阿联酋的国民就达到了25000余名，基于现状，将他们疏散回国并不容易。阿联酋和巴基斯坦政府正在就此问题进行合作，以解决问题。
目前巴基斯坦仅在伊斯兰堡机场有一个可供约200人使用的机场隔离设施，而其他机场都没有相关设施。不仅如此，巴基斯坦的航班禁令已经延长至4月21日。
大使表示虽然巴基斯坦国际航空公司（PIA）正在某些国家进行撤侨，但阿联酋的滞留者实在太多了。巴基斯坦政府正在想办法。
