刚刚搬完家一直对水电费情况懵懵懂懂，看很多帖子里也是抱怨水电费莫名的高，但是不得缘由，搜索了一下也查不到具体水电费情况。
今天刚好朋友拿了上个月缴费的水电账单给我参考，身为经济学出身和矮矬穷的本性，心血来潮的分析了一下迪拜的水电费明细及真相：
以下分析基础数据来源于DEWA官方网站，如图：
1. 电费：相信大家基本都是民用电，工业用电和商业用电暂且不表
阶梯累进式计价：0-2000 kWh，23 fils / kWh （单位kwh，千瓦时，即常说的度）绿色阶梯，一般家庭是够用的，单人的话就更少了。
再加 6.0 fils / kWh 的surcharge 附加费。实际等于23 fils / kWh+6.0 fils / kWh =29fils / kWh=0.29AED/ kWh。
即每度电的费用是0.29AED，按照1.7的汇率换算成人民币是0.29*1.7=0.493CNY/ kWh，约5角钱人民币每度电。
这个基本还是和国内相当的，部分城市电费也差不多这个价格，像我们南京是白天峰时电0.5583CNY/ kWh，晚间谷时电0.3583CNY/ kWh（不要小看小数点后三四位哦，量大的话还是很可观的）
得出结论：DUBAI的电费定价适当，大家正常使用还是能够负担的起的。当然夏天空调，洗衣机，电磁炉这些耗电大户跑起来，电费也省不下来。
2.水费：这才是发现问题的关键，如下详表：
阶梯累进式计价：0-6000 IG*，3.5 fils / IG* 绿色阶梯， 0.6 fils / IG*的surcharge 附加费，实际等于3.5 fils / IG*+0.6 fils / IG*=4.1fils / IG*
有人可能会觉得4分的水费是不是很便宜呢，仔细一看发现完全不是那么回事。请注意，水费的计量单位是IG*，不是我们国内常用的计量单位CBM,立方米。
IG*，到底是什么呢……答案也在官网上*IG = Imperial Gallon ，就是说DUBAI的水费计量单位是Gallon，加仑，不是我们常用的立方米。
那么一加仑等于多少立方米呢，1gal=0.003785cbm,即一立方米有264.18加仑。这下大家恍然大悟了吧，实际上绿色阶梯只有22.7立方米的水，水费则是4.1fils / IG x 264.18=10.83AED/立方米
也就是说DUBAI的水费实际上是10.83AED/立方米，按照1.7的汇率换算成人民币是10.83*1.7=18.411CNY/ kWh人民币每度水。
天壤之别终于显现，像国内我的城市的水费是2.8CNY/ cbm人民币每度水。一个人月平均用水量在5个立方米左右，男生可能省一些女生可能多一些（绝无歧视，生活习惯方式有别而已）
结论：这下大家终于明白水电费账单居高不下的缘由了吧，在于DUBAI超高的水费，当然沙漠地区水资源珍贵来之不易也是实情。
不用犹豫，困惑了。如果想保住我们原本就不甚丰满的荷包，就赶紧行动起来，节约用水才是王道啊。

唉，一知半解真耽误事儿，忍不住说两句。
首先，迪拜水费是阶梯式，大部分人都只用第一阶梯就够了也就是0.035 迪拉姆每IG，约7.7迪拉姆每立方米。所以楼主第一个计算错误。1IG并不等于1gal=0.003785立方米，而是0.00454609立方米。
第二个错，迪拜水电费中最大头的是housing fee，而不是水电费。
第三个错，迪拜水电费账单里，电费远高于水费，因为空调的缘故。
还有个不算错误的失误，迪拜用水量高于国内。北京人均用水210升/人/天，而迪拜是550.
综上，这篇文章拿了很小的一个截面来讲，非常偏颇。
还有主要的是HOUSING FEE很贵，按你住房合同的租金价格X5%，再除以12个月，所以每个月都会在水电单上显示这个费，有时这个费比你水电费还高。简直是在抢钱啊！
