据阿联酋当地媒体11月23日消息，根据2020年第16号内阁决议，自2020年12月1日起，部分行业在阿联酋经营业务将不再需要阿联酋国民作为保人，允许外籍投资者在特定行业从2020年12月1日起，对公司拥有100%的所有权。

此举符合阿联酋总统-谢赫·哈利法·本·扎耶德·阿勒殿下发布的联邦法律。

阿联酋副总统兼总理，迪拜酋长-谢赫·穆罕默德·本·拉希德·阿勒马克图姆殿下宣布对该法律进行了修正。该修正案使外籍投资者不受阿联酋国民对最低持股比例限制。此前，根据阿联酋《商业公司法》，在阿联酋设立公司的外国投资者有权持有该阿联酋公司的股权比例（或股份比例）不得超过49%，但自由区内企业不受此限制。

根据修订后的法律第10条，应根据内阁的决定成立一个委员会，成员包括相关机构的代表。委员会将处理关于监督从事具有战略意义活动的公司的建议。

允许外国公民对在阿联酋许可和注册的公司100%持股，这是人们期待已久的。此消息一出，整个阿联酋外籍商圈都喜大奔普接而奔走相告。但是但是对，注意，有一个但是该修正案只针对特定行业

那么所谓的特定行业有哪些呢？

可以从条文中所列有资格获得外国直接投资的经济部门和活动的清单中看出，即使是在可免除保人继而100%持股的公司，但是政府对注册资金也是有要求的（750万～1500万AED不等）。也就是说，即使你所在行业在清单中，注册资金没有达到要求，也依然是要有当地保人来做担保的。

可见，此次新法令出台，最受益的是制造业、服务业和农业。由此也可以看出，阿联酋政府希望看到更多企业在这三个领域进行投资。

其次，政府也更希望新政能吸引更多实力雄厚带资前来的投资者。
