然而私人使用VPN，或者使用假的和第三方的IP地址被抓，都将面临罚款和监禁。
市面上存在于成千上万个VPN。简单来说，VPN就像一个秘密网路，可以在不暴露私人信息的情况下连接到网络。当人们在公共场合使用Wi-fi的时候，也可以保护使用者的信息不被泄露。VPN建立了保护层，让其他人不知道你在网络上干了什么。在阿联酋，VPN被广泛运用于网络电话是视频通话之中，比如Viber，Skype和其他的VoIP服务。
最新出台的网络犯罪法显示，任何使用虚假或者第三方网络IP地址，并且涉及到犯罪和欺诈行为的，将会处以临时关押，以及面临Dh500,000以上Dh2,000,000以下的罚款。
TRA负责人表示：“在阿联酋，任何超出常规的使用网络工具和服务都有可能需要负法律责任。”进行网上赌博，或者在网上观看或者收听在阿联酋没被允许播放的内容，都属于违法使用VPN。
以下为一些可以使用VPN的例子：
1. 员工用于工作需要：员工在家工作时可以通过VPN连接到公司的网络，并查阅公司的资料和资源。
2. 数据保护：当使用公共wifi的时候，可以用于保护用户信息不被泄露。
3. 网上银行：为了避免银行账号的信息被泄露，银行会屏蔽掉用户的网上IP地址。
