昨天发了一篇名为《阿联酋外籍人士平均月收入为38000迪》的文章，遭到了许多网友的质疑，一石激起千层浪。几乎所有迪拜华人纷纷表示拖后腿拖得太严重。因为这个月收入对于大部分迪拜打工者都是一个天文数字。
此文转载自阿联酋当地知名媒体Emirates247于2015年9月28日刊登的文章。文中提到的调查数据来自汇丰的的调查报告–HSBC Expat Explorer Survey。调查显示，阿联酋外籍人士平均月收入为38000迪（合65000人民币/月）。
另外在9月中旬，另一个咨询公司ECA国际的数据也表明，相比于其他的国家，在外籍工作者薪酬方面，阿联酋居世界前列。除了薪资总额排名前列，零收入税也让阿联酋的外籍工作者们十分享受。但文中并未透露具体数值。
两个调查公司都得出了相似的调研结果，可为什么好多迪拜人都表示”错的离谱”？
笔者认为这并非是调查错误，造成误会取决于调查样本结构。
第一，从样本的数量来看，HSBC Expat Explorer Survey调研了100个国家的22000个全球样本，ECA调研了全球350家跨国企业。这个样本中涉及阿联酋的比例并不大，对于阿联酋来说，这个样本太小。
第二，无论是HSBC Expat Explorer Survey还是ECA的Expatriate Salary Management Survey，都属于全球性调研，报告最终会形成不同国家的横向对比报告，以反映”外籍人士”在全球化背景下的客观情况。笔者认为，既然要满足全球性的横向对比，调研中涉及的外籍人士自然也需要”全球性背景”。再加上两家调研公司的总部均在英国，自然调研对象会集中在具备”高频跨国工作能力”的”欧美倾向”外籍人士。这一类群体普遍属于白领、金领或中产阶级，往往具备获得高薪的能力。如果把阿联酋的劳工和底层都囊括到样本中，这样的报告结论反而会失真且无法进行对比。
放在一个全球性调研项目里，这样的样本结构自然名正言顺，何况对高收入阶层的调研报告对咨询公司来说是有利可图的，说来可悲，没有什么机构会花大价钱购买社会底层人士的经济数据。所以我认为就调研目的，这份调查报告本身没有问题，因为这并非是一个仅针对阿联酋本地而进行的独立调研。可如果仅针对阿联酋这个国家，这样的样本结构就具有很大的局限性了。
第三，这种具有”高频跨国工作能力”的”欧美倾向”外籍人士在阿联酋究竟多能赚钱呢？
ECA在报告中表示：比较了各国中层经理的收入，英国排名第一，外籍中层经理年收入43万美金（也就是月薪合13万迪拉姆/月）。但是，这样的高收入也伴随着高税收支出。如果仅仅考虑工资和福利，零税收的原因让阿联酋的薪资水平位列世界前茅。言下之意是，如果把税去掉，阿联酋中层经理的收入有可能达到13万迪拉姆每月，甚至更高。
同时我在迪拜的几个朋友昨天提供了以下留言参考：
朋友A：听说迪拜某两银行的总裁月薪为100万迪拉姆/月（合173万人民币/月）
朋友B：迪拜跨国公司的中层管理月薪一般4-5万迪拉姆（7万-8.5万人民币/月），有的还有分红和年底双薪。
朋友C：迪拜白领基本薪资中较多在1.5万迪拉姆/月（2.6万人民币），如果算上房屋补贴、医保、车补等其他补助，这个3.8万迪拉姆/月的数据应该挺正常。
朋友D：如果Expat解释为外派人员，那么欧美的外派员工待遇的确好得惊人，正常本国月薪乘以汇率已经当地的消费差比，加上异地补助，一定级别连房租和家属开销都是公司缴纳。
朋友E：10万迪拉姆的月薪（17万人民币）在迪拜外企管理层里其实挺多的。
可见迪拜并非没有高收入，只是很多人的级别还没达到。按这个群体作为样本来调研，3.8万迪拉姆/月的结论还真是马马虎虎呀。
在一个存在较高比例高收入人群的小样本调研里，”阿联酋外籍人士月收入38000迪拉姆”这个结论应该真实存在。但如果把这个结论就当作阿联酋的收入水平，一定是片面且不客观的，无法反映来自不同国家的阿联酋外籍人士的综合平均收入情况。比如迪拜还有成千上万月收入不到1000迪拉姆的底层劳工，和许多月收入徘徊在3000迪拉姆底层工作者。他们都属于这个城市的外籍人士。
